The parts manual shows that the escutcheon is held in by a "hollow nut" once you remove the knob. I imagine its probably the same style as the other switches requiring that 2 fingered nut driver.

If it was intermittent before then my first check would be that contact under the horn button. It may have just gotten dirty. Be careful to remove the correct screws, there are 3 that hold the whole thing in and 3 that hold the horn contacts. Those 3 are adjustable and if you set them too close you ...
